a) I think this opening is the Philidor's Defense, Exchange Variation.
b) Material: The material now is equal.
Castle: Both sides have not castled, but White has a better chance of castling because the Black King is under attack.
King Safety: White has 3 pieces attacking Black, but Black has no piece attacking White.
Centre: White is better in the centre because there is a Queen and a pawn.
Although White has not Castled, it could still start the attack now because Black doesn't have a chance to threaten the White King.
